Dear Editor,

The recent publication of a letter to the editor in the Jamaica Observer, entitled 'Were Paulwell's rights violated?' was, at the very least, defamatory and unacceptable, and sought to implicate my good offices through an inaccurate representation of comments I made during an interview on Friday, November 1, 2019.

At no time did I announce or confirm the identity of the persons whose visas were revoked, and in particular Phillip Paulwell.

I am not, and have never been privileged to knowing beforehand the identity of any person whose US visa has been revoked. The enforcement of the US visa policy is strictly the prerogative of the United States.

Dr Horace Chang

Minister of National Security
