Late Payment Fee

Dear Editor,

The present condition for Jamaica Public Service Company Limited (JPS) and National Water Commission (NWC) to levy a late payment fee on a customer is unfair!

This condition is that a connected customer's account attracts a late payment fee whenever the account has an outstanding amount at the end of the bill's due date.

This condition is unfair to a customer, for it applies even when the utility dispatches a bill on a date that prevents a customer from meeting the due date; for example, a date just before, on, or after the due date.

If a mere 1,000 customers fall monthly in this category, the relevant utility collects a cool $3 million annually, of which the Government, in the case of JPS, collects $495,000 in General Consumption Tax off the top. Indeed, this condition presents an opportunity for unscrupulous enrichment; hence, it must be changed.

This current injustice needs to be corrected, as well as the bills should be postmarked a clear seven business days before the due date. Only then should they even consider some kind of penalty. This is in the interest of fairness.
