OCG records 100% quarterly contract award compliance

THE office of the Contractor General (OCG) yesterday reported that public bodies have been 100 per cent compliant in filing their quarterly contract award (QCA) reports for the second quarter of the 2010 financial year.

The 100 per cent compliance — now being realised for the sixth consecutive quarter — was achieved under the office's zero tolerance policy with which failure to comply warrants investigation by the office of the Director of Public Prosecution.

"All 197 public bodies, whose contract award activities are currently being monitored by the OCG, were declared fully compliant in filing their 2010 second quarter QCA reports to the OCG by the stipulated deadline of August 4, 2010," the OCG's office said in a release.

The QCA report compliance rate was 13 per cent at the time the zero tolerance policy was implemented in October 2006.

Contractor General Greg Christie, while commending senior public servants for their compliance, urged them to continue efforts to restore probity, integrity and public confidence in the Governemnt's contracting process.

"I would like to take this opportunity to publicly commend our permanent secretaries and the chief accountable officers of the country's 197 procuring public offices for the outstanding diligence which they have exhibited over the past six quarters," Christie said. "They have consistently complied with the reporting requirements of the OCG and, in so doing, have helped to lay the foundation for a new culture of discipline and professionalism in public sector procurement management and compliance in Jamaica."

The OCG head said a record 11,800 reported Government contracts, each exceeding $275,000 in value and totalling more than $88 billion, were awarded or recommended for award by public bodies in 2009.

"With the perception of corruption in the Jamaica public sector now at an all-time high, and the taxpayers' money under serious threat, no stone must be left unturned in the effort, which must now commence in earnest, to restore probity, integrity and public confidence in the Government of Jamaica contracting process", he added.

The QCA particulars of 40,682 Government contracts, valuing $46.5 billion, which were awarded between May 1, 2006 and July 31, 2010, and which range from $250,000 to $10 million in value, can be accessed on the OCG's website at www.ocg.gov.jm. The entire OCG QCA database, which is updated weekly, and recommendations for the award of contracts in excess of $10 million, are also available on the website.

"Nuff respect" to Greg Christie. This is an amazing feat! This just goes to show that with discipline and tenacity order can be restored in Jamaica....against the odds. This is a small glimmer of hope that if we are serious about Jamaica's future good things can be accomplished! Maybe I can eventually return to live and invest in my beloved country in the future. Should I be that optimistic?...

Fantastic news from this public service entity. I totally respect Mr. Christie, and applaud him for his efforts of promoting fairness and transparency as far as the contract awards processes. I pray that he stays in his role for long time and that other public entity departments will take their cues from his.

mr. christie is taking a step in the right direction and i hope others would do the same in their capacity (regardless of what that capacity is, even that of a regular consumer) to help our country shake this distasteful corrupt tag. great job mr. christie and staff, and the entities that made it their business to comply. let us all take every little positive and build on it. forward to the good old days

I concur !
However, the problem of the lack of integrity in governance still remains, because no one to this point has been held accountable for anything. Not even to tell the truth.
