TIMBUKTU, Mali —An armed man from Islamist group Ansar Dine calls out instructions over a bullhorn as residents gather in a central square to see the public lashing of a member of the Islamic Police found guilty of adultery, in Timbuktu. A teenage girl accused the policeman, of Burkinabe origin, or raping her at gunpoint. In a report launched yesterday Amnesty International says it has documented 'horrific abuses' against civilians in Islamist-controlled northern Mali, including the recruitment of child soldiers, sexual violence, extrajudicial executions, and seven amputations just since August.
