Traffic plan for Emancipendence celebrations
KINGSTON, Jamaica – In order to facilitate the smooth staging of the Independence/Festival Celebrations for 2015, the following traffic management mechanisms will be put in place:
Before the event/entry to venue/parking: Vehicular access to the Ranny Williams Entertainment Centre from August 1-6, will be the same, using both gates from Hope Road. Motorists travelling from the Half -Way-Tree direction will use the lower gate whilst those travelling from Papine direction will use the upper gate, where they will be directed to park by security guards who will be on duty.
The governor general, prime minister, leader of Opposition, and the minister of youth and culture are the only VIP’s who will be allowed entry inside Ranny Williams Entertainment Centre where parking is reserved.
Other VIPs will park in the slots on the asphalted section before reaching the Officers’ Club building.
General parking is provided on the grassy section of the Officers’ Club compound and Liberty High School.
After the events, the traffic will egress the compound using both gates, this method is expected to lessen the time spent by motorists exiting the compound.
At 12:00 pm, Arthur Wint Drive will be one way easterly towards the stadium for Grand Gala. Motorists travelling from this direction will turn left on to Roosevelt, right on to Stanton Terrace, right on Mountain View Ave, right on to Arthur Wint Drive and into the car park.
A police checkpoint will be at Roosevelt Avenue and Stanton Terrace. Only vehicles with VIP passes will be allowed to enter Roosevelt towards the stadium. A similar checkpoint will be at Latham Ave/Roosevelt. VIPs will enter through gate E2 which is in front of Roosevelt Ave.
A police checkpoint will also be at Mountain View Avenue/Arthur Wint Drive. Only patrons going to the stadium will be allowed to enter Arthur Wint Drive from Mountain View Avenue. There will be no through way along Authur Wint Drive between gates E4 to the Bob Marley statue at the intersection of Roosevelt Avenue. The area will be sterile and available only to pedestrian traffic.
All JUTC buses will enter from Mountain View on to Arthur Wint Drive and will veer right in the open area and set down patrons (specialised services provided by the JUTC will also occupy this area). These buses will be allowed to exit Arthur Wint Drive via Mountain View.
Residents from Stadium Gardens will be able to leave and enter the community by using Arthur Wint Drive as a one way easterly only.
At the end of Grand Gala, Arthur Wint Drive will be one way westerly from gate E4 towards Tom Redcam Avenue. Roosevelt Avenue will be one way northerly towards Stanton Terrace. Arthur Wint Drive from E5 will be one way east towards Mountain View Avenue. Latham Ave will be one way north-westerly towards Old Hope Road. Motorists travelling on North and Central Avenue towards Arthur Wint Drive will only be allowed to turn right on to Arthur Wint Drive. Emergency vehicles will use these roads to access the Children’s Hospital.
For about 45 minutes after the event, residents of Stadium Gardens will be able to exit the community by turning left on to Arthur Wint Drive, but will not be able to enter or re-enter the community.
