OCG to begin audit of public bodies next week

Contractor-General Greg Christie says that his office will conduct formal audits of public bodies, including government ministries, this year starting with the Ministry of Industry, Investment and Commerce (MIIC) next week.

"The ministry will be the first public body, among several others, which will be subjected to the referenced audit, either on a selective or random basis, as part of the OCG's (Office of the Contractor General) 2009 Calendar Year Audit Programme," he said in a release from his office yesterday.

He said that Minister of Industry, Investment and Commerce Karl Samuda and his permanent secretary, Reginald Budhan, were formally advised of the audit by way of a letter yesterday, which was copied to Prime Minister Bruce Golding.

Christie added that his office will be utilising a comprehensive suite of computer-aided assessment criteria and techniques to grade Quarterly Contract Award( QCA) reports from each public body.

The grades will depend upon the level of compliance with the procurement procedures that the assessment has revealed. Following each assessment and grading exercise, certain formal remedial actions will be implemented by the OCG to ensure compliance.

Christie said that the audit of the MIIC will cover the period January 1 to December 9, 2008 and will be conducted as part of a strategic programme to ensure full compliance with the procurement requirements.

A high level team, headed by the OCG's director of non-construction contracts, licences and permits, will conduct the MIIC audit. Other audit teams will include the OCG's inspector responsible for QCAs and audits, special projects coordinators and senior inspectors.
