Mathurin heads renamed CRNM

Caricom leaders have incorporated the Caribbean Regional Negotiating Machinery (CRNM) into the Caricom Secretariat and appointed Ambassador Gail Mathurin to head the entity renamed the Office of Trade Negotiations.

Mathurin's appointment is outlined in the draft communiqué issued at the end of the 30th Caricom Heads of Government summit held at the Guyana International Convention Centre, Liliendaal, Greater Georgetown, Guyana from July 2-5.
"Heads of Government, in keeping with their decision to incorporate the Caribbean Regional Negotiating Machinery (CRNM) into the Caricom Secretariat as a specialised department, agreed to redesignate the CRNM as the Office of Trade Negotiations," the communiqué said. "Heads of Government also appointed Ambassador Gail Mathurin of Jamaica as director general, in succession to Ambassador Henry Gill."
The communiqué also said that the Caricom leaders reviewed the status of implementation of the CARIFORUM-EC Economic Partnership Agreement (EPA) and noted that some progress had been made by Caricom signatory states in this regard.
They also acknowledged that a number of important matters remain to be addressed as a consequence of provisional application of the agreement from December 29, 2008.
"They reviewed measures to be taken in relation to the establishment of institutions to manage the agreement, particularly those that would facilitate an early meeting of the Joint Ministerial Council and the Joint Trade and Development Committee," the statement added.
The CRNM was created by Caricom member states "to develop, co-ordinate and execute an overall negotiating strategy for various external trade negotiations in which the region is involved".
It has responsibility for "developing and maintaining a cohesive and effective framework for the co-ordination and management of the Caribbean's negotiating resources and expertise".
The communiqué said, too, that the Caricom leaders reaffirmed their commitment to securing a Trade and Development Agreement with Canada, which would provide for specific measures to facilitate the region's structural transformation; assist in building export capacity; and contribute to enhancing its competitiveness.
