The withdrawal of Holness - member of parliament for St Andrew West Central and the minister of education - means the position of deputy leader for Area Council 1 will be a shoo-in for Desmond McKenzie, the only other nominee.
The way is also clear for Councillor Audley Gordon to assume McKenzie's position as chairman of Area Council 1.
Holness, who announced his decision in a news release Monday, said the contest was not in the best interest of the party at this time.
McKenzie supporters, at an Area Council meeting in January at the Kingston High School, had urged Holness not to contest the election, saying they wanted the Kingston mayor to run unopposed, after being informed that the incumbent Derrick Smith would not be seeking re-election.
"(Desmond) McKenzie wants to complete his résumé as deputy leader, and it will be the feather in his cap since he can't be party leader and does not want to be member of parliament," one McKenzie supporter said.
