Holness promises Westmoreland LAMP

SAVANNA-LA-MAR, Westmoreland - LEADER of the Jamaica Labour Party (JLP) Prime Minister Andrew Holness has assured residents of Westmoreland that a future government led by him, will introduce the Land Administration and Management Programme (LAMP) to the parish, in a bid to assist persons occupying informal lands to get titles.
"I can commit to you as Prime Minister of Jamaica, working with Marlene Malahoo-Forte, to bring LAMP into Westmoreland to make sure that all citizens of Westmoreland who are now occupying lands -- which are not regularised or which you don't have titles for -- that you can get titles for your lands," Holness said.
The parish of Westmoreland is said to have a large number of informal settlements.
Started in 2000, LAMP, which is jointly funded by the Government of Jamaica and the Inter-American Development Bank, serves to boost Government's efforts to develop a land market and has four components namely land registration, public land management, land information management, and land use planning and development.
The prime minister was speaking at a mass rally in Savanna-la-Mar, Westmoreland, last week, following a tour of sections of the parish.
He was accompanied by party officials, including Forte and Carey Wallace, the JLP candidates for the constituencies of Central and Western Westmoreland, respectively.
He also promised that by "the next five years", he will address the lack of piped water in sections of the parish.
"You have a very good source of water. What you need is the investment in the distribution infrastructure and I believe with good representatives in the parish, along with the commitment of your prime minister, that we can bring water to the areas of Westmoreland that have no water," he told the gathering.
He also gave his commitment to tackle the poor road infrastructure in the parish.
Meanwhile, the JLP leader said he was encouraged by the large turnout of party supporters at the meeting, which was staged at Independence Park in the Westmoreland parish capital.
"It look like the plains of Westmoreland have got a very good shower of blessings and all of a sudden everything just look green, green, green, green, green," he told the enthusiastic supporters.
He argued that the parish, which he said is the only one in the island that is without a JLP parliamentarian, is not the property of the PNP and expressed confidence that his party would turn the tables in the December 29 polls.
The Opposition PNP won the three parliamentary seats up for grabs in the parish during the 2007 general election.
In the upcoming election Wallace will face the PNP's Wykeham Mc Neil, while Malahoo-Forte will be up against veteran PNP politician Roger Clarke. The JLP's Don Foote will run against the PNP's Luther Buchanan for the third consecutive time in Eastern Westmoreland.
