Commissioner of Police Carl Williams rings in the New Year with personnel changes
KINGSTON, Jamaica – Commissioner of Police Dr Carl Williams continues to redeploy his officers as several changes of officers’ duties were made known today in the weekly publication of the Force Orders.
Five Assistant Commissioners of Police (ACPs) have been reassigned.
Bishop Dr Gary Welsh, after spending many years at the National Police College (NPC) in Twickenham Park, is now the new head of the Community Safety and Security Branch, replacing Elbert Nelson who now takes command of the Research Planning and Legal Services Branch (RPLSB). Norman Heywood, who was at the helm of the RPLSB, has been transferred to the NPC.
Area 2 commander Ealan Powell takes over the Criminal Investigation Branch (CIB), a position he had held before, while his place in Area 2 will be filled by Senior Superintendent Glenford Hudson.
Outgoing head of the CIB Devon Watkis is now in charge of the Organised Crime Investigation Division (OCID), a position he occupied before.
Police insiders say that the Flying Squad will now be merged with OCID, hence the movement of Senior Superintendent Cornwall ‘Bigga’ Ford to OCID.
Head of the Corporate Communication Unit (CCU) Steve Brown returns to mainline policing with a transfer to St Ann where he will be the second in command. Inspector Dahlia Garrick, according to sources, will take over the reins of the CCU.
There was one change in the Divisional Command structure as SP Dean Johnson returns to the Mobile Reserve from St Mary, with SP Stephanie Lindsay, whose last assignment was at Community Safety, taking the St Mary command.
The new appointments take place on January 15.
