GEORGETOWN, Guyana (CMC) – The chairman of the Public Service Commission (PSC), Carvil Duncan, yesterday said he has no intention of stepping down from his post even as the Guyana government appointed a Tribunal to inquire, investigate and recommend whether he should be removed.

I will not resign because I hold a Constitutional office and my terms in office are set out in my mandate, the instrument given to me,” he told reporters.

Duncan is currently facing fraud charges in the court over a decision to give himself back pay as a board member of another company, without the permission of the board or company.

Duncan has described the appointment of the three-member Tribunal, chaired by Justice Roxanne George-Wiltshire, as, “double jeopardy”.

“You can’t try someone for something that is already being tried in court,” he said.

But the court matter is dealing with the fraud charges, while the tribunal is dealing specifically with his position as chairman of the Public Service Commission.

The commission is expected to submit its report, findings and recommendations to President David Granger on or before October 31, this year.

Granger said that when matters are brought to the government’s attention, the response should not be hasty, arbitrary or whimsical, but that they follow the Constitution in spirit.
