Provide more garbage disposal outlets

The proposed methods to address the littering problem in the Corporate Area that I have heard about so far are centred on sanctions or penalties. However, another important factor that I do not hear much about is the chronic need for disposal outlets.
Many of the sidewalks, bus stops, and places for gathering in the Corporate Area do not have enough garbage disposal outlets. Sometimes these locations do not have any disposal outlets at all.
On the other hand, it is common knowledge that Half-Way-Tree has only two public bathrooms available, and only one in downtown Kingston.
Outfitting the Corporate Area with adequate disposal outlets will cost a lot of money, but the reactive approach seem to be costing us more, and I do not think our legislative system can bear the burden of adding sanctions for littering on the large backlog that presently exists.
Concerned
