Transport Minister asks OCG to thoroughly investigate PNP’s allegation
ST CATHERINE, Jamaica — Transport Minister Mike Henry has instructed the Jamaica Urban Transit Company (JUTC) to provide the Office of the Contractor General with all the requisite information surrounding the engagement and scope of work of Millennium Security Limited (MSL).
According to the JUTC, the directive follows an emergency meeting with Managing Director, Paul Abrahams and Chairman Russell Hadeed on Sunday after allegations by the Opposition spokesman Mikael Phillips.
Phillips said that the JUTC management awarded a $50 million contract to MSL in breach of Government procurement guidelines and called for the resignation of the managing director and board.
But the JUTC countered that two pilot projects were considered; one to cauterise the theft of spare parts, oil and lubricants at the stores across the company, amounting to millions of dollars.
The JUTC said that the second pilot, which was being explored but did not get off the ground, was the accident investigation and disciplinary hearings.
According to the JUTC, a September 18, 2017 notice was disseminated to inform staff that MSL would start a three-month pilot, but the arrangement was subsequently cancelled as the value of the service would not lend itself to sole sourcing.
This service is currently out for competitive tender, the JUTC insisted. The bus company reiterated that there is no current nor has there been any $50 million contract with the security company.
