Opposition urges INDECOM and JDF to probe killing at SOE checkpoint
KINGSTON, Jamaica – The People’s National Party (PNP) is urging the Independent Commission of Investigations (INDECOM) and the Jamaica Defence Force (JDF) to investigate the fatal shooting of a man at a state of emergency (SOE) checkpoint in Kingston on Monday.
The Constabulary’s Corporate Communication Unit confirmed that a man was shot and killed by a soldier in the area known as ‘Tel Aviv’ in Kingston. The video has since been making rounds on social media.

As such, the Opposition says it is calling on INDECOM and the JDF to conduct a swift and thorough investigation of the incident, which threatens to further undermine trust in the military.
“Regrettably, this is not an isolated incident of alleged abuse by soldiers since the declaration of the states of emergency (SOEs) last week. The Opposition Leader himself has reported at least three credible and documented allegations of abuse of citizens by soldiers to the relevant authorities,” the PNP said.
“Last evening there was a report of soldiers threatening police officers in Clarendon as the police officers attempted to clear a traffic backlog on the East-West leg of Highway 2000 that was caused by the military checkpoint in Free Town,” the PNP added.
The Opposition added that these incidents highlight the risk and consequences of using SOEs as a routine tool of policing.
“It will only undermine professional policing and destroy the trust between citizens and the security forces which is the only basis for sustained success in policing,” the PNP noted.
