Phillips to announce reorganisation of police force – source
DR Peter Phillips, the Minister of National Security, under fire for losing control of Spanish Town to the lawless last week, will tonight announce a reorganisation of the police force, informed sources tell the Sunday Observer.
In a national broadcast tonight, Phillips will also centre on recent upsurges in crime and gang violence, as well as the circumstances surrounding the death of Donovan ‘Bulbie’ Bennett.
Last week, in a 24 hour span, nine people were killed in separate attacks in the city. Those killings, followed Monday and Tuesday’s violent upheaval in Spanish Town, sparked by the demise of Bennett, a criminal don who reigned with terror for more than a decade, and leader of the PNP aligned Klansman gang.
Two killings were also reported in west Kingston yesterday, a zone that had quieted recently.
Just weeks ago, Phillips and Prime Minister Patterson had simultaneously announced a ‘hot spot’ policing plan to saturate violent communities with police officers, as a deterrent to murders.
On Friday, police commissioner Lucius Thomas, responding to criticisms that the police should have anticipated the eruptions in Spanish Town after Bulbie’s death, said his men and women had been stretched across 22 ‘hot spots’, and so he had limited personnel to mount the response.
Last night, Phillips handlers said he would use the incidents in Spanish Town as a platform from which to discuss the re-organisation of the police force, so as to better equip the officers for future situations, similar to the occurrence in Spanish Town.
