Jamaican overseas dissatisfied with customer service from local bank

I reside in the United States and I own a store in Ocho Rios. When I opened my account with RBTT it was with the option to pay my bills online. MY JPS bill unfortunately cannot be paid online because RBTT established that only JPS accounts with six digits can be paid. My account has seven digits.
The Ocho Rios branch of the bank has been less than helpful and has told me that I am wrong and it must be something that I am doing wrong.
Because of the poor customer service that the branch has displayed I contacted the customer service department at the head office.
The department confirmed that there was a problem and that there was no way to fix it. I am so dissatisfied with the level of customer service in some of the major corporations in Jamaica. There is a lack of reliable ways for people living abroad to do business with local banks. This certainly does not entice people to set up businesses in Jamaica that the island so desperately needs.
I need RBTT to make good on their promise to enable me to pay my JPS and other bills online.

Tell Claudienne contacted the RBTT bank and made them aware of your dissatisfaction with the service at the Ocho Rios branch. The bank said that it was addressing the issues that you raised.
The bank spokesperson has told us that “RBTT bank is committed to providing our local and overseas customers with good customer service through our various channels.”
“We note our customer’s concern and advise that we are working with the customer to address the issues raised. We are pleased to advise that our customers will be able to pay their digit JPS account online as at the end of January 2010,” the bank told Tell Claudienne.

I would like to know if the JPS can sue you for the light bill if you go to live at a house and the meter is not in your name.

The JPS said that the person who would be held responsible for monies owed on the bill would be the person whose name was on the account.
However, if there was theft of the electricity and the JPS visited the premises and saw you at the location, you could be held responsible, the JPS spokesperson explained to Tell Claudienne.
