Water lock-offs in all the rain?

The National Water Commission did a fantastic job managing the water resources during last year’s drought which extended to this year before the rains finally came.
Their ability to schedule water lock-offs evoked discussions from residents as there were times when water was flowing through householder’ pipes but they were not in a position to take advantage of it. They were at work when the vital commodity flowed but when they finally arrived home there was no water.
Since the rains started this year and the catchments were being replenished, householders breathed a sigh of relief as lock-offs were a thing of the past, or so some of us thought.
The residents of Valentine Gardens have been suffering lock-offs for over a month now and they have not received any explanation from the NWC. My attempts to get through to them via telephone proved futile as I found their automated system challenging.
The water goes before seven o’clock each evening and returns at about six in the morning, but goes again during the day.
NWC, can the residents of Valentine Gardens have their water flowing regularly? There is adequate rainfall occurring to warrant this.
