Can the cheque be uncrossed?

I got an income tax refund cheque for $18,600 two weeks ago. The cheque was crossed. However my bank account at the Bank of Nova Scotia New Kingston branch was closed by the bank some time ago
for inactivity.
I phoned the Bank of Jamaica to find out if the crossed cheque could be negotiated and was told that the crossing was reversible.
The BOJ said that to uncross the cheque a line would be drawn through the cross. The two signatories to the cheque would then place their signatures beside the line. She advised me to go back to
the Head Office and Administrative Branch of the Inland Revenue at 1-3 King Street which sent me the cheque to have it uncrossed.
When I went to the office the security guard in the lobby area called a lady who came and spoke to me. This lady told me that the cheque could not be uncrossed. I asked her to let me speak with a senior person and she said the senior person would also tell me that it could not be uncrossed. She said I needed to take two IDs to the bank to be able to negotiate the cheque. However, I have only a voter ID as my passport expired in 2010.
Could you kindly get clarification from the Inland Revenue office for me.

I live in St James. My son had a fixed deposit of $100,000 at the Churches Cooperative Credit Union branch in Montego Bay. He made the deposit on November 22, 2010 and it was to have matured on February 20, 2011. He was murdered on January 17. He was also in the credit union’s partner plan and paid $1,000 per week. He had paid $10,000 into the partner plan when he was killed.
I informed the credit union of his death and they asked me to submit a police report. I submitted the police report on March 1 and they said they would contact me in two to three months. However, up to now I have not heard from them. I have called the head office in Kingston, but to
no avail.
Could you find out what is happening for me.
