Herecomestrouble disqualified after positive finding
The First Instance Tribunal delegatees of the Jamaica Racing Commission (JRC) on April 14 conducted an investigation under Section 25 of the JRC Act into a report by the racing chemist that a urine sample taken from the horse Herecomestrouble in the third race on November 23, 2013, indicated the presence of Diclofenac, a prohibited substance under the Rules of Racing.
The split sample was subsequently analysed at the Chemistry Department of the University of the West Indies, Mona, in the presence of the referee chemist, where it was confirmed that Diclofenac was present in the sample.
The tribunal heard evidence on behalf of the commission and evidence from trainer Kevin Brivette who admitted to having administered a substance to the horse. Evidence was also adduced from Courtney Campbell, part-owner of Herecomestrouble.
After considering the evidence, the tribunal:
1. Accepted the finding of the racing chemist that the sample taken from Herecomestrouble contained the prohibited substance Diclofenac and pursuant to Rule 247
(i) disqualified the said horse from the race in question;
2. Imposed a fine of $30,000 on Trainer Kevin Brivette to be paid immediately (within 24 hours)
3. Admonished and discharged Grooms Locksley Berry and Cleston Garib;
4. Admonished and discharged Owners Courtney Campbell and Cecilia Hussey.
