Distance learning doesn’t require a study permit
Dear Mr Brown:
I just completed my bachelor’s degree at a local university. I am interested in completing an online post-graduate certificate programme in logistics from a Canadian institution. I want to know whether you think the Canadian High Commission is likely to grant me a study permit for an online programme. Are the distance learning programmes of the same calibre as the face-to-face offerings?

Dear GS:
As you may know, distance learning is a process by which technology is used in a manner in which the student does not have to physically be in the place where the teaching is taking place. Distance learning can be through E-learning, correspondence, or Internet courses. As such, determining the calibre of a programme depends on the institution and curriculum.
Study permits
Foreign nationals are required to obtain a study permit to engage in academic, professional, vocational or other education or training that is more than six months in duration in Canada. A study permit may be issued by Citizenship and Immigration Canada to authorise a foreign national to study at an educational institution in Canada for the duration of the programme of study, while setting out conditions for the student.
Notable exceptions in which a study permit is not required include pe-school, courses of general interest or self-improvement, and distance learning. By definition, distance learning does not require one to be in Canada. Accordingly, a study permit cannot be issued for this type of course.
Mixed progammes
Some distance learning courses include an in-Canada portion to the programme, such as the writing of final examinations. A study permit is required for the in-Canada portion of the programme, if the overall course of study is greater than six months. The duration of the study permit would be for the duration of the in-Canada portion only in that case.
Perhaps you may consider studying in Canada, as you can work part-time during your studies and full-time after your studies. There is also an opportunity to apply for permanent residence. In any case, I represent several schools that have very good logistics and supply chain management programmes, should you wish to have additional guidance.
