Trainer warned off for five years, receives $250,000 fine
On July 20 the First Instance Tribunal delegates of the Jamaica Racing Commission conducted an investigation under Section 25 of the Jamaica Racing Commission Act into a report by the racing chemist. The report stated that a urine sample taken from the horse Fabulous Connection in the second race on February 25, 2015, indicated the presence of methylphenidate, a prohibited substance under the rules of racing.
The split sample was subsequently analysed at the Chemistry Department of the University of the West Indies, Mona, in the presence of the referee chemist, where it was confirmed that methylphenidate was present in the sample.
The tribunal heard evidence presented on behalf of the Commission as well as evidence from trainer David Powell and owner Donovan Russell.
After considering the evidence, the tribunal:
1. accepted the finding of the racing chemist that the sample taken from Fabulous Connection contained the prohibited substance methylphenidate, and pursuant to Rule 247 (i) disqualified the said horse from the race in question;
2) warned Trainer David Powell off all courses and other places where the rules of racing are in force for a period of five years and imposed a fine of $250,000 on him to be paid immediately;
3) admonished and discharged owner Donovan Russell and groom Cleston Garib.
