MOCA raids KSAC offices
MEMBERS of the Major Organised Crime and Anti-Corruption Agency (MOCA) yesterday visited the office of the Kingston and St Andrew Corporation (KSAC) as part of an ongoing investigation of parish councils.
The operation was carried out around 10:00 am.
KSAC is the third parish council office that a MOCA team has visited in recent weeks.
The team of officers, according to KSAC Town Clerk Robert Hill, reviewed several documents at the office.
“KSAC co-operated fully with the investigators and will continue to do so,” he said.
So far, the MOCA team has raided the Manchester and the St Catherine parish councils.
Deputy Director General of MOCA, Assistant Commissioner of Police Selvin Hay, said the raids have so far allowed for charges to be laid against two people.
The two charged are Deputy Superintendent of Road and Works for the Manchester Parish Council, Sanja Elliott, 31, and 27-year-old carpenter Dwayne Sibblies, both of Manchester addresses.
Local Government Minister Desmond McKenzie, whose portfolio covers the local authorities, has in recent times spoken strongly about alleged impropriety and breaches of procurement rules at some parish councils.
