INDECOM boss knocks police culture, leadership
KINGSTON, Jamaica — Head of the Independent Commission of Investigations (INDECOM) Terrence Williams says members of the Jamaica Constabulary Force (JCF) are neglecting their duties because they are displeased with the accountability mandated by the Constitution and Parliament as brought on by INDECOM.
Williams, who was speaking at a press conference held today, said the problem is not with the accountability, but with the culture of the force and its leadership.
The INDECOM chief also responded to Prime Minister Andrew Holness’ assertion that INDECOM goes too far, and places police officers on the retreat.
“We do not agree that we have gone too far. As [Holness] pointed out, INDECOM was formed by an act of Parliament to combat impunity and injustice in the security forces through independent scrutiny,” said Williams.
Williams further argued that INDECOM also investigates the army and the prison service, but has had no arguments of low morale stemming from investigations of those bodies.
“It is true that there has been some improvement in the human rights observance by our security forces but there is still a lot to be done,” Williams also noted.
