Members of Emergency Powers Review Tribunal named
KINSGTON, Jamaica — Government has named the three members of the Emergency Powers Review Tribunal that has been established to hear and consider appeals by those who have been affected by the state of public emergency in St James.
They are: Attorney at Law Ian Wilkinson QC, Former President of the Jamaica Bar Association; Pastor David Henry, Pastor at the Swallowfield Chapel; and Retired Supreme Court Judge, Justice Lloyd Hibbert.
The tribunal, which has been Gazetted pursuant to Clause 38 of the Emergency Powers Regulations, 2018, will function under the auspices of the Ministry of National Security.
It will adjudicate on appeals brought by or on behalf of those who have been detained under the powers granted to the security forces.
Last Thursday, Governor-General Sir Patrick Allen, signed a proclamation to implement the state of public emergency for St James in order to restore peace, reclaim public order and ensure public security in communities.
During the state of public emergency, the security forces will have the power to search, curtail operating hours of business, restrict access to places and detain persons without a warrant.
