NWC won’t refund money I sent them in error

On November 24, 2018, the sum of $48,345.81 was erroneously credited by me to my account at the National Water Commission (NWC).
When I realised that I had made the error, I visited the NWC office at Marescaux Road in Kingston on December 12, 2018 and made a written request to be refunded my money. Since then I have been given the runaround by the NWC.
I have written to the OUR, and the Ministry with responsibility for Water in the Office of the Prime Minister but got no response. I have also e-mailed and visited the Consumer Affairs Commission (CAC) but the matter remains unresolved.
Attached is a copy of the statement from the bank duly signed by an officer showing that the funds were withdrawn from my account and paid to NWC account.
The water bill I got in December, 2018 l from the NWC reflected the overpayment but to date the NWC has not effected the refund.
The last correspondence I received from the NWC requested proof of payment but I have provided them with proof umpteenth times

Tell Claudienne has been in communication with the NWC in regard to the refund due to you.
Since Tell Claudienne contacted the NWC we note that you have received an e-mail from the office of the acting regional manager of the NWC for Kingston, St Andrew and St Thomas. The e-mail stated as follows:
“Kindly be advised that the documents relating to your refund cheque preparation in the amount of $40,846.10 is currently being processed. As soon as the cheque is available our Accounts Payable Department located at 18 Oxford Road, Kingston 5, will make contact with you to pick up same.”
