NPTAJ welcomes Senate’s passage of Teaching Council Bill
THE National Parent-Teacher Association of Jamaica (NPTAJ) has welcomed the passage of the Jamaica Teaching Council Bill by the Senate.
The landmark legislation — which was piloted by Minister of Education Senator Dr Dana Morris Dixon — was passed with 38 amendments in the Senate last Friday and has been sent to the House of Representatives for consideration.
On Monday, head of the NPTAJ Stewart Jacobs said the passage of the legislation by the Senate is a pivotal move towards professionalising teaching and ensuring every student benefits from qualified, accountable educators.
“This Bill is clearly a value-added support to Jamaica’s education system,” said Jacobs.
“For far too long, there have been concerns and complaints about the quality of education in our schools. The passage of this Bill will finally establish professional, standardised requirements for who qualifies to be a teacher. Hundreds of parents see this legislation as long overdue. Ensuring a high standard of education for our children is of utmost importance to every Jamaican family,” added Jacobs.
The Jamaica Teaching Council Bill introduces comprehensive reforms, including the creation of a centralised, publicly accessible registry of licensed teachers; robust tracking of professional development; and mandatory on-going education to maintain active teaching licenses.
These are designed to elevate transparency, support lifelong growth, and guarantee that all teachers meet established professional criteria, ultimately raising the bar for education standards nationwide.
According to Jacobs, while the NPTAJ acknowledges the dedication and positive impact that so many of Jamaica’s teachers bring to their classrooms daily, there is the need for structured quality control, on-going assessment of qualification, and continuous professional training to ensure consistency and excellence across the education sector.
“By establishing clear standards, compulsory professional development, and mechanisms for greater accountability, the Jamaica Teaching Council Bill will help assure parents that every teacher entrusted with shaping the lives of Jamaican children meets the highest professional expectations,” added Jacobs.
He said the NPTAJ expresses its appreciation to all teachers who have committed themselves to excellence, and welcomes on-going collaboration with the Ministry of Education and other stakeholders to ensure that the full promise of the Bill is realised.
