With their second win of the season, Exchange finished runner-up in the group with seven points — the same points tally as Richmond FC but with a better goal difference — and now join zone winners King FA in the semi-finals.
Black Stars, 13 points, and Moneague FC, 10 points, are the qualifiers from Zone B for the semi-finals that will be played on Saturday.
On Tuesday, Shamar Blake scored in back-to-back games to give Exchange United the lead in the 49th minute before Andre Wynter added a second goal in the 63rd minute.
In another game played on Tuesday, Steer Town and Mt Edgecombe ended 1-1 in a Zone B game of academic interest.
Ricardo Williams gave Steer Town the lead in the fourth minute before Romario Wray equalised for Mt Edgecombe in the 52nd minute.
Meanwhile, Priory United, who had withdrawn from the competition at the start of the season and Higgin Town, who were last in Zone B, have been relegated to the Division One league.
