Constable Walters is the 40th cop to be charged over 19 months — Indecom
KINGSTON, Jamaica — The Independent Commission of Investigations (Indecom) is reporting that Constable Patrick Walters, who was recently charged with the murder of his girlfriend in an apparent murder-suicide attempt, is the 40th cop to be charged in relation to an Indecom investigation over the last 19 months.
Walters is charged with the June 25 shooting death of D’Jonnay Graham. He was also charged with using a firearm to commit a felony.
According to police reports, the incident occurred around 9:15 pm during a domestic dispute at Graham’s home. When officers arrived at the scene, both Graham and Walters were found suffering from gunshot wounds in what appeared to be a fatal shooting and suicide attempt.
They were taken to hospital, where Graham was pronounced dead and Walters was admitted under police guard.

“Indecom prepared and submitted a report for a ruling to the Office of the Director of the Public Prosecutions (ODPP) in relation to the death of D’Jonnay Graham who was fatally shot on June 25, 2025 in Essex District, Richmond, St Mary. The ODPP in its ruling to Indecom, dated July 17, 2025, indicated that Constable Walters is to be charged for the offences of using a firearm to commit a felony contrary to section 14(2) Firearms (Prohibition, Restriction and Regulation) Act and murder contrary to common law,” Indecom said in a statement on Tuesday.
The commission also noted that since 2024, 10 Jamaica Constabulary Force officers and one Jamaica Defence Force officer have been charged in relation to 10 fatal shooting cases.
Constable Walters has been remanded in police custody and is expected to appear before the court this week.
