Decision taken by JRC’s First Instance Tribunal
THE First Instance Tribunal delegates of the Jamaica Racing Commission on 30th June 2025 concluded an investigation into trainer Phillip Lee and Groom Steve Marshall in relation to horse Great Wayne, and his attempt to be remove said horse from the race on the 8th of June 2025 following a report of Epistaxis.
After thoroughly considering the evidence presented by Mr Garth McBean KC, the commission’s legal adviser Roger Davis, attorney-at-law who represented trainer Phillip Lee and Groom Steve Marshall, the tribunal:
Admonished and discharged groom Steve Marshall.
Imposed a fine of $240,000 on trainer Phillip Lee to be paid within 90 days after the ruling.
Mr Garth McBean KC, the commission’s legal adviser, marshalled the evidence on behalf of the commission.
