KINGSTON, Jamaica — Communication and International Relations Manager at the Office of the Information Commissioner (OIC), Bobique Brown, says the agency remains committed to supporting data controllers impacted by Hurricane Melissa, as the new registration period approaches.

Brown informed JIS News that the OIC stands ready to provide guidance on temporary safeguards and practical measures to maintain acceptable levels of data protection for personal data during the difficult conditions ahead of full recovery.

“We understand the significant pressures these entities are under, particularly where systems, records, and networks have been affected,” she said.

Brown noted that the OIC is aware that many organisations across both the public and private sectors have experienced extensive loss or damage to physical infrastructure, including technological support, and are still managing service interruptions and operating at reduced capacity.

“This is a difficult period for many, and the OIC is mindful of the challenges data controllers are facing as they work to restore normal operations,” she said.

She cautioned that disruptions in operations can increase the risk of personal data exposure or misuse, especially where usual safeguards are interrupted or manual processes must be used.

Brown reminded data controllers that protecting an individual’s privacy is an important demonstration of respect, particularly when people are most vulnerable. Also, she explained that compliance with obligations under the Data Protection Act, to the fullest extent possible, even in adverse times, reassures data subjects that those processing their personal data have their best interest at heart.

The 2024/2025 registration year ends on November 30, 2025, and the new 2025/2026 registration year commences on December 1, 2025.

Data controllers who were not affected by the hurricane are urged to commence the registration process now, as “registration remains an important part of accountability and transparency,” Brown advised.

“The OIC is also encouraging those whose operations have been impacted to ensure they, too, register as soon as they are able,” she added.
