Cops discharged after $200,000 settlement in assault case
KINGSTON, Jamaica — Two police constables who were brought before the Portland Parish Court for the alleged assault of a male in November 2024 were formally discharged with a not guilty verdict following successful mediation and a $200,000 settlement.
Constables Carlos Douglas and Wayne Wilson had been placed before the court on August 12, 2025 to answer to assault occasioning actual bodily harm following an investigation by the Independent Commission of Investigations (Indecom) and a ruling from the Office of the Public Prosecutions (ODPP).
The incident occurred on November 23, 2024, during a spot check request by three cops along West Street in Portland.
According to an Indecom release, CCTV footage proved useful in the investigation, as the video evidence corroborated the complainant’s report of use of force against his person, which the officers omitted from their report of the incident.
The matter was, however, discharged by the court on Tuesday, December 9, 2025 following a successful mediation exercise and compensation in the sum of $200,000 to the complainant.
Subsequent to the successful mediation by a court appointed probation officer and confirmation of payment to the complainant, the crown offered no evidence and the two police officers were formally found not guilty.
