Indecom receives 620 new complaints April – Sept 2025
…recommends charges against 34 members of the security forces; disciplinary action against 30
The Independent Commission of Investigations (Indecom) is reporting that it received 620 new complaints against members of the security forces over the six-month period from April to September 2025.
During that time, the investigative body recommended that 34 members of the security forces be charged and 30 others be slapped with disciplinary actions.
The information is contained in Indecom’s quarterly reports for April-June and July–September 2025. The documents were tabled in Parliament on January 13 as required by law.
In the April to June quarter, Indecom received 303 complaints with the top five categories being assault, 144; fatal shootings, 72; neglect of duty, 43; discharge of firearm, 30; and harassment, 17.
The top 10 is rounded out by unprofessional conduct, 15; shooting injury, 15; malicious destruction of property 14; threat, 13; and unlawful entry, seven.
During the quarter, Indecom’s Forensic Unit responded to 96 incident scenes. Broken down, the forensic reports relate to 72 fatal shootings; 13 shooting injuries; eight cases of discharge of firearm; and three deaths in custody.
Indecom said incident reports were received for all parishes, with Kingston and St Andrew recording the highest number with 117. St Catherine came next with 55, followed by St James 32, Hanover 13 and Westmoreland 23, for the top five parishes. Portland had the fewest number of incident reports with three.
During the quarter, Indecom completed and distributed 113 reports, listing recommendations for 89 cases it deemed to be unsubstantiated — 10 for which it recommended disciplinary action against 12 officers and 14 for which it recommended charges against 18 officers, with one officer listed for both charge and disciplinary action.
Seventeen rulings were received from the Office of the Director of Public Prosecutions (ODPP) during the quarter.
During the second quarter, six members of the Jamaica Constabulary Force (JCF) and one correctional officer at the Department of Correctional Services were charged in incidents investigated by Indecom. Four cases involving five officers were also concluded.
Of note is that there were 81 deaths from 72 security force fatal shooting incidents between April and June 2025.
Meanwhile, for the July to September quarter of 2025, Indecom said it received 317 new complaints. The top five categories of complaints were assault, 126; fatal shootings, 61; discharge of firearm, 52; neglect of duty, 45; and unprofessional conduct, 19. The top 10 is rounded out by malicious destruction of property, 15; harassment, 13; shooting injury, 14; death in custody, nine; and threat, seven.
Indecom also reported that its Forensics Unit responded to 94 incident scenes during the July to September quarter. Fatal shootings accounted for 60 of those incidents — 14 were related to the discharge of firearm, 12 were shooting injuries, while nine were deaths in custody.
Similar to the previous quarter, Kingston and St Andrew had the most incident reports with 115 complaints. St Catherine parish came next with 60, Westmoreland 26, St James 19, and St Thomas 17, rounding out the top five. Portland and St Elizabeth tied for the least number of cases with six.
Indecom said its legal department completed and distributed 119 Commission’s Reports during the third quarter. They made recommendations regarding 95 unsubstantiated cases, 12 for disciplinary action involving 18 officers, and 12 stating that 16 officers should be charged.
There were 19 rulings received from the ODPP during the quarter and 11 members of the JCF were charged in relation to incidents investigated by Indecom.
