ACP Phillips issues call for several wanted men in central Jamaica to surrender
KINGSTON, Jamaica – Commanding Officer for Area Three, Assistant Commissioner of Police (ACP) Christopher Phillips, is urging several wanted men across the area to peacefully surrender to the police.
This warning comes as ACP Phillips declares that the police will continue to carry out their heightened operational activities in pursuit of criminals, guns and gang members.
Area Three comprises Clarendon, Manchester and St Elizabeth.
Speaking about ongoing investigations following recent violent incidents, ACP Phillips said the police had already seen the benefits of cooperation, noting that one person of interest had voluntarily reported to the authorities.
“We named two persons of interest. One person since turned himself in, that’s ‘CJ’, and we still await Orane Nelson, otherwise called ‘Blacks’ or ‘Mad Dog’. That was the wise thing to do,” he said.
The Area Three commander said investigations into a double murder in Manchester were progressing steadily, despite what he described as an otherwise strong start to the year.
“Prior to that, we were doing very well for the month of January, especially in the parish of Manchester. The investigation is progressing nicely, I would say,” he said.
He added that police teams were deployed into affected communities immediately after the incident to reassure residents.
“The following day, we were in the community, reassuring the citizens there. They are shaken up by what happened. It’s not a popular thing within their community, but we are progressing with the investigation,” he said.
ACP Phillips made it clear that while violent offenders represent a minority, there are specific individuals across the area whom police urgently want to speak with. “Naturally, I’ll be digging into that kind of information for Area Three, and there are some persons who are on our listing,” he said.
In Manchester, he named a wanted man linked to serious crimes.
“We have Oral Cole, otherwise called ‘Pretty Ras’ or ‘Sparta’, said to be in the Mile Gully area, wanted for murders and shootings,” ACP Phillips said. “He escaped the Black River lock-up on the 19th of June, 2023, and he has been giving us some problems since.”
He also named Michael Chambers, also known as ‘Panky’, who frequents Porus and Old Harbour Bay, and is wanted for murders committed in 2025.
In St Elizabeth, ACP Phillips identified several individuals of interest.
“We have interest in Andre Blackwood, otherwise called ‘Squit Squit’, of the Windsor district in St Elizabeth,” he said. “He is wanted for assault at common law and prohibited weapon offences committed on August 29 last year.”
He also named Ashaun Wint, also known as ‘Not Nice’, who frequents Giddy Hall in St Elizabeth and St Johns Road in St Catherine. “He is a person of interest in the murder of Albert Smith, committed on January 2, 2026, in the Crawford district, Black River,” ACP Phillips said.
In Clarendon, the Area commander said police were seeking at least three wanted men in connection with multiple murders. “Stacoy Campbell, otherwise called ‘Tallwayne’, is wanted for the murder of Prince Clare, committed on December 3, 2024, at White Chapel district.
Andre Sewell, otherwise called ‘Jaydann’, is wanted for the murder of Andre Henry, otherwise called ‘Fox’, committed on March 30, 2022, at Race Track in Clarendon,” he added.
He also named Troy Callaghan, known as ‘Ashanti’ or ‘Shauni’, who is wanted for the double murder of Roy Thompson and Lloyd Raymond, committed on March 10, 2024, at Old Road, Toll Gate, Clarendon.
ACP Phillips said his message to all wanted individuals was clear.
“I would encourage these persons to turn themselves in. And if we have to come for these persons, we would love for them to surrender peacefully and have their day in court,” he urged.
He stressed that the police would not allow criminal elements to destabilise communities across the area.
“Given the responsibility for Area Three, I’m not going to sit here and allow criminals to take over the communities. We’re going to be coming at these persons in a very serious way,” the ACP stressed.
He acknowledged concern about the number of murders recorded so far this year, describing the situation as unacceptable.
“We are offended by the fact that we have nine murders across Area Three so far, and this is not what we want for this year. We’re determined that we’re going to make all our communities safer across Area Three,” he said.
