Throne Speech: OPM takes lead on National Continuity of Governance Plan
KINGSTON, Jamaica — The Office of the Prime Minister (OPM) will take the lead in developing priority issues for the Government, including the National Continuity of Governance Plan, during the 2026/27 legislative year.
OPM will also lead the effort to broaden and accelerate implementation of the Streamlining Processes for Efficiency and Economic Development (SPEED) Programme, and tabling Electoral Integrity reforms and reforms to the Integrity Commission Act.
This was stated by Governor General Sir Patrick Allen as he delivered the 2026 Throne Speech at Gordon House on Thursday.
“The Government will pursue a mission-driven strategy for science, technology, and innovation that converts Jamaican talent into measurable national outcomes,” Sir Patrick said. He said the focus is research for development — science and technology deployed to solve Jamaican problems at speed and at scale.
“A unified national operating model will align government, academia, and industry so research moves from laboratories into real products, policies, and services,” said the governor general in a speech lasting one hour and 15 minutes.
