Holness urges young Jamaicans to modernise public sector
KINGSTON, Jamaica—Prime Minister Andrew Holness has urged young Jamaicans to adopt an outcomes-focused mindset to modernise Jamaica’s public sector for the digital age and to tackle the issue of bureaucracy.
“The subject matter requires that our young Jamaicans who are about to assume leadership roles in the country appreciate this dynamic. Appreciate the global scale of the problem. I say this because the people who created the bureaucracy cannot be the people who fix the bureaucracy, “Holness said.
The prime minister was speaking during a forum at the University of the West Indies (UWI), Mona hosted by Generation 2000 under the theme ‘Beyond Bureaucracy: Jamaica’s Resilience for the Digital Age’ described bureaucracy as a global challenge.
Holness emphasised that bureaucracy should be transformed into a smart, agile, and outcome-driven system.
He argued that corruption and inefficiency are closely linked and that simply adding more laws will not solve governance problems. Instead, Holness called for a cultural shift within the public service toward measuring impact and results rather than activity and compliance.
