Bureaucratic gridlock holds up St Mary subdivision

On June 20, 2025, my surveyor applied to the Survey and Mapping and Planning Department of the National Land Agency (NLA) to approve the declaration diagrams for two lots that I have in St Mary.
The approval is needed for the St Mary Municipal Corporation to finalise the subdivision approval for the two lots. I was told by the parish council that it would take an estimated six months for me to obtain the subdivision approval for the two lots. However, I am frustrated that nearly two years later the process has not been finalised because of lengthy delays at the government agencies involved in the process.
When I called the NLA to try to find out how long it would take for the declaration diagrams to be approved, I was told that no time frame could be given as there was a backlog. I would appreciate your help in this matter.
