Regency Petroleum launches revolutionary road repair technology in Jamaica
KINGSTON, Jamaica–Regency Petroleum Limited (RPL) launched the revolutionary quality pavement repair (QPR) pothole filler in Jamaica recently, introducing a cold-mix paving technology the company says could fundamentally transform how the country repairs and maintains its road network.
“Every Jamaican knows the frustration of a road repaired this year and riddled with potholes the next,” said Regency Petroleum Limited Chief Executive Officer (CEO) Andrew Williams, while speaking at the recent launch of the programme held at the Jamaica Pegasus Hotel and attended by government ministers, contractors, developers, and hardware industry leaders.
Robert Nesta Morgan, Minister without Portfolio in the Ministry of Economic Growth and Infrastructure Development, speaking at the launch announced that he has directed the National Works Agency (NWA) to engage with RPL and assess the technology for incorporation into national road maintenance programmes.

Morgan highlighted QPR’s all-weather capability as particularly critical for Jamaica.
“A hot mix would prevent it from laying,” he noted, pointing to the country’s frequent rainfall as a persistent obstacle to conventional road repairs.
According to RPL, the technology promises cost savings of up to 40 per cent compared to traditional paving methods — a figure that carries significant weight for a country where road maintenance represents a persistent drain on public resources. Target customers include government agencies, road maintenance contractors, commercial property owners, and homeowners.
“Quality pavement repair is a ready-to-use asphalt repair product developed by D&O Technologies LLC in the United States and already available in all 1,762 Lowe’s stores across North America. Unlike conventional hot-mix asphalt, QPR can be applied in wet or dry conditions, in almost any temperature, requires no heating, and allows roads to reopen to traffic immediately after compaction. The product carries a lifetime guarantee,” said RPL in a media release.

Maximiliano Dacharry, chairman of D&O Technologies LLC, travelled to Jamaica for the launch and emphasised the partnership’s commitment to local participation.
“It requires limited equipment and limited manpower, and most importantly, roads can be opened to traffic almost immediately after installation,” he said.
In a video message, Consul General of Jamaica for the Southern United States, Oliver Mair, called the initiative “a bold and visionary act of nation-building,” noting that QPR’s proven North American track record made this “not an experiment” but a solution ready to deliver results.
Following the formal programme, attendees observed a live QPR demonstration in the hotel car park, where the product was applied under real conditions.
