NWC truck damages parked car but claim stalls for two years

I live in St James. On January 11, 2023 a National Water Commission (NWC) water truck with plates CH8186 hit my parked white Toyota Vitz with licence plate 7299 KG while reversing. The right rear-end bumper of my car was damaged and the light cracked. The driver came out of the truck and gave me his name and phone number. I was not given the insurance papers for the vehicle he was driving, but he promised to fix my vehicle out of his pocket. As he was driving away I wrote down the licence plate number of the water truck.
After proper inspection of my vehicle I realised that the light was also cracked. When I called and sent him the video that showed the damage to my vehicle, he did not respond. I went to the police station and made a report and also showed the police a piece of paper that had the name of the insurance company with which the vehicle was insured.
When I went to the insurance company and reported the accident, I was asked for the truck driver’s documents. Months passed and I did not hear from the insurance company. When the insurance company eventually contacted me, they told me that they needed the driver’s documents and a report from the NWC.
Months passed and the insurance company did not contact me. When I went to the insurance company with which the truck was insured, I was told that I needed to give them an accident report from the NWC and the driver’s documents.
I went to the NWC office at Bogue and reported the incident to a supervisor and he spoke to the driver who had hit my car. He took my phone number and told me he would be in touch, and I got the supervisor’s phone number.
I kept calling and texting the NWC supervisor and I also made frequent trips to my insurance company to find out if they had heard from NWC. I eventually went to the NWC office in Kingston and told them that the insurance company would not fix the damage to my vehicle until they received the accident report .
However, the NWC did not give me a report. One Sunday I was reading the Jamaica Observer newspaper, saw your column, and decided to see if you could help me. I really need your help in this matter. Thank you.

Tell Claudienne contacted the NWC and gave you the name of the NWC manager who could assist you. The manager informed you that the NWC had changed the insurance company that used to insure its vehicles. You said that you have been assured that the company currently insuring NWC vehicles is in receipt of the information needed to settle your crash claim.
