District constable charged with assault of woman and baby
PORTLAND, Jamaica — A district constable was summoned to the Portland Parish Court on November 26 to answer to charges surrounding a domestic assault incident on January 27, 2024, in White River District, Portland, involving a woman and a young child, reportedly known to him.
Following an investigation by the Independent Commission of Investigations (Indecom), the Office of the Director of Public Prosecutions (ODPP) ruled that District Constable Cavell Minott should be charged with the assault of both persons.
The complainants reportedly sought medical attention and were recorded as having injuries which were not considered to be permanent. This was a result of an alleged altercation between the off-duty officer and the woman while she held the baby in her hands.
Minott was bound over to January 27, 2026, to settle his legal representation, disclosure to be made, and a trial date to be set.
Since January 2024, 53 law enforcement officers have been charged in relation to incidents investigated by Indecom; 28 officers in 2024 and a further 25 in 2025.
