One of two fugitives accused of scamming captured

KINGSTON, Jamaica — The police have captured 24-year-old Mario Hines, one of two Jamaicans who remained on the run after United States authorities ordered their arrest and extradition in 2015 to stand trial for lottery scamming.

When contacted, the Corporate Communications Unit (CCU) — the communication arm of the Jamaica Constabulary Force — was unable to provide details on the arrest.

The United States Embassy has however tweeted its congratulations to the force for the arrest.

Hines is accused of being part of “an international lottery fraud scheme” that bilked at least 90 Americans out of more than US$5.7 million.

His arrest brings to 13 the number of Jamaicans arrested on extradition warrants from a list of 14. Co-accused Gareth Billings remains on the run.

US authorities said the scam ran for just over six years and was masterminded by Lavrick Willocks, who pleaded guilty in July last year.

A total of 24 of the 27 people indicted in the case, including Willocks’ mother and girlfriend, have pleaded guilty or been convicted.

They are accused of calling victims about bogus lottery winnings, persuading them to pay advance fees to receive the purported winnings, then keeping the money without paying out anything to the victims.
