THE Supreme Court, in declaring that the states of public emergency (SOPEs) imposed by the Government “in some parishes over extended periods of time, has not achieved the goal of containing serious criminal activities in the areas”, has opined that even where a reduction in crime can be linked to the use of the measure, it would still not be backed by the “spirit of the relevant constitutional provisions”.
