Why doesn’t Falmouth mayor lead celebration?

Today is being celebrated around the world by the 12 other places named Falmouth, culminating with a 350-year dinner party in the original Falmouth – UK.
Since June this year I was informed of this celebration by a fellow diasporian in the UK as he was frustrated by what seemed to be lack of enthusiasm from some in Jamaica. Fortunately, the Port Authority and the Chamber of Commerce got involved and will lead a small celebration today on the Falmouth Pier, along with the councillor for Falmouth, Garth Wilkinson. Why is the mayor not leading? I note Usain Bolt saw the relevance of this and sent a message to the gathering.
