Paid for a £10,000 lot, but received no title

In 2003, my uncle who resides in England bought a lot for £10,000 in an Operation Pride Project in St James. He bought the lot through the Housing Agency of Jamaica (HAJ). He also paid an additional £2,000 for sewerage connection.
My uncle, who is retired, wanted to return home, but even though he paid off for the lot he could not get the title to be able to build a house. He became frustrated and three years ago he asked the HAJ to refund his money.
At first the HAJ said that he could not get a refund, but in January 2011 they decided to refund the money. On March 16, 2012, they prepared a cheque for him for $959,050 but this was not the total sum that he had paid for the lot. He also paid $257,450 for sewerage and would like to be refunded this money also.
He desperately wants to come home.
Could you kindly help me to have the HAJ refund him the additional $257,450. Please also note that at the current exchange rate he has only been refunded £8,343 in lieu of the £12,000 he paid them in 2003.

Tell Claudienne contacted the Housing Agency of Jamaica and notes that you have now received the cheque for the additional $257,450. The HAJ also explained that the lot was sold to him for $1,143,000 and that the £2,000 pounds that he lodged was equivalent to the sale cost of the lot.

I was employed by Brinks Jamaica Limited on March 12, 1973 until it was taken over by Guardsman Armoured Limited. I continued working until my retirement on October 19, 2011. Income tax deductions were made from my salary during this time.
For over six months now I have asked the accounting department for my P24 form for the years I was employed to both companies so that I can make an income tax claim. However, I have been getting the runaround every time I call.
I am seeking your help in this matter.

We spoke to Guardsman Armoured Limited and it was explained that you were employed to several companies within the Guardsman Group of Companies. We note that they have sent you the P24 forms for Guardsman Armoured for the years 2003 to 2010. We have also been advised that the P24s, for the 1990s period you were employed to Brinks, are ready and will be sent to the Ocho Rios Branch by courier for you to collect. The company said that they are still trying to find the data for the three years you worked at Marksman. As soon as this data is found the P24 forms for those three years will be sent to you.
