#EyeOnMelissa: ODPEM activates National Emergency Operation Centre
KINGSTON, Jamaica — In response to the rapid intensification of Hurricane Melissa, the Office of Disaster Preparedness and Emergency Management (ODPEM) has officially activated the National Emergency Operation Centre (NEOC) at a high alert level.
Tropical Storm Melissa is expected to bring severe weather conditions to the island, prompting a swift and coordinated national response.
The NEOC’s activation signifies a full-scale mobilisation of emergency resources and personnel across the country. As part of the National Emergency Management Mechanism, the activation follows a tiered response system designed to ensure a timely and effective approach to disaster management:
Level 1: Monitoring Phase – ODPEM staff on alert.
Level 2: Preparedness Phase – Activation of ODPEM staff and select first responders.
Level 3: Full Response Phase – Full activation of ODPEM, first responders, and support agencies.
The full activation of the NEOC includes the deployment of all members of the National Response Team (NRT), who are now reporting to the Centre to handle all incidents related to the storm. These agencies are tasked with managing response efforts, coordinating with local authorities, and providing essential support to affected areas.
In addition to the NEOC activation, Parish Emergency Operations Centres (EOCs) and all emergency shelters have been opened and are now operational. The public is encouraged to familiarise themselves with local emergency contact numbers for their respective parishes:

Authorities are also reminding the public to avoid unnecessary travel during the storm and to stay indoors once adverse conditions are imminent.
