FID, MOCA and JCF launch joint time-signal campaign to boost reporting of financial crimes
KINGSTON, Jamaica — Three of Jamaica’s key law-enforcement bodies have joined forces on a new public-education campaign aimed at strengthening the country’s fight against financial crimes and encouraging more Jamaicans to report suspicious activity.
The Financial Investigations Division (FID), the Major Organised Crime and Anti-Corruption Agency (MOCA), and the Jamaica Constabulary Force (JCF) have launched a coordinated time-signal campaign that will air on Irie FM and Zip 103 FM from December 1, 2025, through August 30, 2026.
The announcements are designed to remind listeners to report information related to fraud, scamming, money laundering, or to come forward if they have been victimised.
The initiative emerged from a November 17 teleconference involving the heads of all three agencies, who agreed that time-signal messages provide a cost-effective, high-impact method of reaching audiences consistently over a sustained nine-month period. The partnership builds on longstanding Memoranda of Understanding between the organisations and reaffirms their shared commitment to safeguarding Jamaica’s financial system.
“This partnership strengthens our collective ability to disrupt organised financial crimes,” said Colonel Desmond Edwards, director-general of MOCA. “When the public reports what they know, we move faster, act smarter and protect more Jamaicans.”
Dennis Chung, chief technical director of the FID, stressed the importance of public vigilance.
“Financial crime is not victimless. These time signals are a simple but powerful way to reach people where they are and remind them that reporting suspicious activity helps safeguard their families and communities. This initiative represents another step in the continued cooperation between law-enforcement partners to combat financial crimes and advance Jamaica’s safety and financial integrity.”
Police Commissioner Dr Kevin Blake added “The JCF fully supports this united effort. Each tip, every report, strengthens our investigations and helps us dismantle criminal networks that threaten national security.”
Communications teams from the three agencies will jointly produce the audio content, monitor performance and refine the campaign in response to emerging crime trends and investigative priorities throughout the rollout period.
