Black River renaissance underway as gov’t commits to smart, climate-resilient redevelopment

ST ELIZABETH, Jamaica — The Government has signalled that a “Black River renaissance” is firmly underway, with a commitment to rebuild and reimagine the historic town in a smarter, more climate-resilient and commercially dynamic way.

Addressing the opening of Level 8 Dining and Gaming Lounge on North Street in Black River on Saturday, State Minister in the Ministry of Industry, Investment and Commerce, Delano Seiveright, said the administration is determined not simply to restore Black River following Hurricane Melissa, but to usher in a new era of structured redevelopment anchored by commerce, tourism and a strengthened agri-fisheries sector.

“We are committed to the redevelopment of Black River,” Seiveright declared, noting that the town’s historical importance makes its renewal a national priority.

Black River, he reminded the audience, was among the first towns in Jamaica to receive piped water and electricity, with Waterloo House becoming the first residence in the island to have electricity in 1893. The town also saw the introduction of telephone service in 1883 and Jamaica’s first motorcar in 1903.

“The significance of this town is not lost on us,” he said, adding that the Government, led by Prime Minister Andrew Holness, along with key ministers, including Floyd Green, are committed to ensuring that Black River is properly restored and repositioned.

Four months after Category 5 Hurricane Melissa, Seiveright said the focus has shifted to redevelopment. He noted that approximately 98 per cent of Jamaica Public Service customers have had electricity restored within three and a half months after the storm, comparing this favourably to the near year-long electricity restoration process following Hurricane Maria in Puerto Rico.

“That is a remarkable achievement,” he said, commending Prime Minister Andrew Holness and Energy Minister Daryl Vaz for what he described as strong national coordination and leadership.

The minister also highlighted the ministry’s rapid rebuilding of dozens of shops and kiosks in the Border area, a key seafood and gastronomy hub in St Elizabeth, stressing that recovery is not only about infrastructure but about restoring livelihoods.

Beyond recovery, Seiveright outlined an ambitious vision for the broader south-western corridor, stretching from Treasure Beach through Black River and into Westmoreland. He pointed to planned upgrades to the Treasure Beach aerodrome, with US$2.9 million already committed to accommodate turboprop aircraft and small private jets, supporting boutique and high-value tourism.

He also referenced the planned extension of the South Coast Highway from Williamsfield to Hodges, bypassing Junction, Southfield and Black River, as well as the near-completion of the Montego Bay Perimeter Road and the ongoing Long Hill Bypass project, which will significantly reduce travel time between Montego Bay and south-west areas of the island.

Additionally, the proposed Negril International Airport, to be developed in the Little London, Westmoreland area under a public-private partnership and designed to accommodate Boeing 737 and Airbus A320 aircrafts, is expected to further integrate St Elizabeth into the western tourism belt.

“These infrastructure developments will reshape how investors, residents and visitors experience this region,” Seiveright said.

He commended Richard Cole and the wider Cole family for pressing ahead with investments in Black River despite the challenges posed by the hurricane. The family, through Cole’s Seafood and More Limited, has built a strong presence in Jamaica’s agri-fisheries sector, exporting conch and lobster and maintaining multiple international certifications.

“Their decision to move forward sends a powerful signal that commerce is back and that Black River is open for business,” he said.

Seiveright stressed that the Government’s redevelopment push will combine tourism expansion with modernisation of agriculture and fisheries, alongside commercial and light industrial development.

“We are not just about building buildings. We are about building livelihoods,” he said, acknowledging that while frustrations remain, the country has made significant progress just four months after one of the worst hurricanes on record.

He assured residents and business operators that the Government will continue moving “at record speed” to ensure that Black River and the wider south-west corridor are not only restored, but redeveloped and reimagined into something all Jamaicans can be proud of.
