Strengthening response: State steps up support for domestic violence victims

JAMAICA is strengthening its response to domestic violence and women’s safety with a combination of technology, shelters and specialised intervention services.

The Ministry of Culture, Gender, Entertainment and Sport has signed an agreement with technology company Amber Innovations to develop Jamsafe, a mobile application designed to help people experiencing domestic violence or situations in which they feel threatened.

The app is expected to allow users to press a single button to call for assistance and connect them with government services, including counselling. According to Gender Minister Olivia Grange, Jamsafe is also being designed to operate without data or phone credit, an important feature for people who may be unable to access traditional communication services in an emergency.

The system will incorporate artificial intelligence and connect several agencies involved in responding to gender-based violence. It will be monitored by the Bureau of Gender Affairs and the Jamaica Constabulary Force.

Jamsafe is expected to complement the ministry’s existing 24-hour National Domestic Violence Hotline, with the first version of the app expected to be ready for testing and deployment by the end of 2026.

The Government is also expanding the physical support available to women seeking to escape abusive relationships.

The third government-run shelter for victims of domestic abuse has now been completed and is expected to become operational shortly. The ministry, through the Bureau of Gender Affairs, is scheduled to officially take charge of the facility on September 1.

The completion of the third shelter fulfils a commitment by Grange to establish three State-run shelters for women. The facilities are expected to provide up to 70 safe spaces for women and their children across Jamaica.

The shelters are designed to provide more than emergency accommodation. They offer counselling, skills development and space for families to begin rebuilding their lives after leaving abusive situations.

The development is part of a wider government response to domestic violence. The Ministry of National Security and Peace has also established Domestic Violence Intervention Centres at selected police stations, providing another point of assistance for victims.

“Jamaica’s approach reflects a broader international shift in how governments address violence against women,” said gender professional Carlissa Farquharson. “In many countries, domestic violence is increasingly treated not simply as a private family matter but as a public safety, justice and gender-equality issue.”

She said countries including Brazil and France have strengthened legislation and support systems dealing with gender-based violence, while governments in other parts of the world have invested in specialised police responses, shelters, hotlines and integrated support services.

“The challenge for Jamaica, as with other countries, is ensuring that these measures work together effectively,” she said, pointing to the prevalence of gender violence issues, including femicide. “An emergency app can provide a vital first point of contact, but women escaping violence may also need immediate police protection, counselling, legal assistance and support to become financially independent.”

The addition of Jamsafe, the third State-run shelter and the Domestic Violence Intervention Centres therefore represents an expansion of the State’s role in protecting people from domestic violence, Farquharson said.

For women living in abusive situations, the message from the Government is clear: help is available — the national domestic violence hotline is available 24-hours a day on 876-553-0372 — and there are mechanisms designed to provide protection, intervention and a pathway towards rebuilding their lives.
