Manchester Councillors mourn loss of beloved colleague
MANCHESTER, Jamaica – Councillors at the Manchester Municipal Corporation on Thursday broke down in tears as they mourned the loss of their colleague Councillor Cleon “Pancho” Francis.
Francis, who was a member of the Jamaica Labour Party (JLP) and councillor of the Knockpatrick Division, served as minority leader up to the time of his death last Friday.
He died in hospital after ailing from an undisclosed illness for close to a month.

Councillor Desmond Harrison (JLP, Christiana Division) led the tributes to Francis. Harrison broke down in tears as he remembered his colleague.
Councillor Claudia Morant- Baker (JLP, Porus Division) who continued the tributes, cried as she recalled Francis mentoring her.
Councillor Dalton Brown (PNP, Alligator Pond Division) wore a green tie as a tribute to Francis.
Up to midday, councillors were still giving tribute to Francis.
