Two correctional officers nabbed in fraud scheme

KINGSTON, Jamaica — Two correctional officers have reportedly been arrested period for their alleged involvement in a fraud scheme being operated from inside a correctional facility since early this year.

The correctional officers have allegedly been posing as policemen and entertainment producers, and fleecing large sums of money from people, the Major Organised Crime and Anti-Corruption Agency (MOCA) has reported.

On December 9, Randy Palmer was arrested after he accepted payment amounting to $925,500 from someone for a non-existent motor vehicle, MOCA said.

Following an interview session, he was charged on December 12. He appeared in the Kingston and St Andrew Parish court last Friday, where he was offered bail in the sum of $300,000. He is to return to court on January 19 next year.

The other correctional officer, Toraine Tulloch, was arrested during a MOCA operation on December 15, he allegedly conspired with an inmate to solicit $13,000 from people.

Tulloch was reportedly charged after an interview session in the presence of his attorney last Friday. He is scheduled to appear in the Kingston and St Andrew Parish Court today.
