DPP rules murder
OCHO RIOS, St Ann — Detective Sergeant Lloyd Kelly, who was implicated in the shooting death of Ian ‘Ching Sing’ Lloyd in Buckfield, Ocho Rios, was last night expected to be charged with murder following a ruling by Director of Public Prosecutions (DPP) Paula Llewellyn.
Kelly is scheduled to appear in the Home Circuit Court in Kingston today where the case is expected to be mentioned.
Yesterday, Ocho Rios residents, particularly those in Old Buckfield where Lloyd was beaten and allegedly shot by a policeman on July 29, expressed surprise at yesterdays ruling by the DPP.
“I can’t believe that they really charge him with murder; they shouldn’t charge him, Kelly a good police and he was only protecting the citizens of Buckfield and himself; it’s not like he shot the man without reason,” said an Old Buckfield resident who gave her name only as Ann-marie.
She added: “It’s just unfortunate; but it’s just a charge still, him nuh go on trial yet and we know that him a go get off because if Ching Sing never throw the bottle at him, him couldn’t shoot him; a self-defence.”
A post-mortem on Lloyd’s body revealed that he died from a gunshot wound to the abdomen, although he received multiple injuries, including another gunshot wound to the left forearm.
The DPP, according to a release from the Police High Command, has also ruled that strong departmental action be taken against Constable Vick-Roy Mowatt who was caught on an amateur video, shown on national television, using what appeared to be a baton to strike Lloyd.
In addition, the DPP ruled that a disciplinary enquiry be conducted into the roles of other members of the police team present during the incident and any action they should have taken during and after the incident. The inspector general is to take up the lead role in that internal investigation.
Kelly and Mowatt were arrested a day after the airing of the video on TVJ, showing their involvement in the beating and shooting of Lloyd who was lying on the ground and appeared subdued and unharmed.
Mowatt was released from police lock-up last Friday without any charges against him, hours after a writ of habeas corpus was filed in the St Ann’s Bay Resident Magistrate’s Court by attorney Oswest Senior-Smith.
The police have again appealed to residents of Buckfield who witnessed the incident to come forward with information and provide statements as quickly as possible.
The police said they were particularly interested in four people identified only as ‘Jackie’, ‘Tanya’, ‘Bernard’, and ‘Jigga’, who were reportedly injured by Lloyd. The police have also appealed to the citizen who captured the video footage to make urgent contact in order for a statement to be collected for presentation to the court.
The police had gone to apprehend Lloyd who was accused of the stabbing death of his lover, Loveta ‘Cherry’ Wilson.
